- Eligibility
- All residents of the Hong Kong Special Administrative Region are eligible
- The competition is divided into two divisions:

- Each participant should submit one design only.
- Primary and secondary students may choose to participate in a Student Division or the Open Division, provided that each participant should not participate in more than one Division.
- The Primary School or Secondary School Division in which a student is to participate, will be determined according to the class the student attends as at the deadline of the entries submission.
All designs and their brief description must not be published previously. They must be original works created by the participants and will not infringe any intellectual property rights of any other person.
- Themes
Content shall be related to Professor Charles Kao's being awarded the 2009 Nobel Prize in Physics for his groundbreaking achievements in fibre optics communication.
- Format
Stamp sheetlet measures 130 mm x 75 mm in size, with a HK$10 definitive stamp at the bottom left corner. This competition is to invite entries of design of a stamp sheetlet on the area apart from the space occupied by the stamp. Please see Appendix 1 for details of the stamp sheetlet.
- Judging Criteria
Entries will be assessed on the basis of contents, creativity, style, theme rendition and aesthetic appeal of colour use and design, etc.
